The leaked/rumoured changes to Oath would be a big nerf to Plasma/Melta. Not really what the game needed? It was probably caused by pre-Data Slate Desolators.
Oh well.

Honestly, they just need to make those base weapons better. Something shouldn't only be usable because of Oath, and not good outside of it.

I admit that I have a plasma problem. As a Dark Angel my problem runs deep. I also get that others may not like Plasma deleting tanks.
What I find harder is how Melta has fallen. Multi-Meltas straight out of the tin without other buffs should be good against Armour at close range. Would it destroy the planet to give them Anti-Vehicle 4+?

I agree, melta should be good at killing vehicles. Anti-vehicle seems like the natural fix. It suddenly makes the weapon good at it's job, and immediately makes sisters a LOT better.

Melta works fine against light and medium vehicles up to T9, it's the tougher targets it's a bit less effective against and gets damage bonuses and super-high AP to help convert the shots that do wound. Most targets don't need 4D6 + bonus damage dealt to be put down, we're just looking back at our 9th ed habits of overkilling vehicles to ridiculous levels with entire squads of melta wounding for 20+ damage dealt to target. The average tough vehicle has 12 wounds, 16 on a really tough one like a Land Raider, that's like 2-3 melta wounds with bonus damage added in.
Funny enough, if you look at real-life examples/comparisons, heavy armoured vehicles have ERA that makes exactly the type of weapons that melta represents in 40k ineffective against them.
I also agree with Khalai, nerf Oath so it's not a crutch marines depend on so you can fix weapon balance properly. Deathwatch have already gotten out of hand once with their double-oath + special weapons, if you want marines to feel like marines again, Oath needs a change like what is rumored.

I imagine that the Tyranids and Space Marines books were sent to the printers before the launch of 10th Edition, so they would not incorporate the data of the last few months.
I see a SM 2.0 in the works mid-edition.

I guess that's the potential advantage of having a 'later' codex. They probably won't have sent it to the printers before 10th dropped so they might fix a couple of things.

Seems to me like they are distributing the reroll wounds across the other abilities in such a way you are actually likely to get _more_ than previously.
At least that's what it looks like to me.
What I'm noticing is once you nuke your oath target right now is you basically drop in efficiency. By spreading the buffs around you'll net benefit more dice overall, but won't nuke key targets quite so hard.

Also maybe it's just me being hopeful but with full re-roll to wound toned down you might see some things like desolator marines come back down a little in cost.
When you aren't re-roll everything with a billion blast weapons its not so bad.
Also oath once per game still gives full re-rolls if needed.

Blame Wolf Guard Termies and/or Hellblaster bricks with captains & libbys attached in Devastator doctrine using Oath to hunt for 5's to sustained critical hit any model to death. On this one... don't blame GW, blame the people abusing the rules they made. Also Glancers, blame them, because they shouldn't be 160 points; that's just ridiculous.
