cheap and good army, if i was starting now i would probably pick ogres. Not many models if you do lots of ogres and they seem to be tonnes better in this edition. Also ogres are bigger so in theory easyer to paint lol

vampires have no shooting, good magic, really bad troops but really good characters.
empire have good shooting, cheap but not so great troops, and have more numbers and the detachment rule
I'm an ogre player... they're not a very forgiving army, and although they're better this edition, your friend will likely lose the vast majority of all his games... model wise they're great, and their battalion box is probably the best deal... but they are quite difficult to play.
High elves are cheap to collect (because of lots of new releases including Island of Blood - or buying the army from Matt I guess!) relatively straight forward to paint, and pretty forgiving for a new player due to the Always Strike First ability, good weapon skill, high initiative, decent shooting and good magic.
I'd probably suggest high elves....

I'd probably suggest high elves.... Greetings, I would second, in general, Shrapnel's post. High Elves are great for many reasons: 1) they can kick some serious butt for tournaments and other seriously competitive events. 2) they have amazing magic....better then almost any other army 3) they have great medium range firepower, although their long range stuff is pretty lame 4) their close combat ability is incredible....even if you only use core troops 5) their troops selection is better then most peoples elites selections! 6) their characters can be rock hard to kill (enchanted items, literally) 7) they chill out Giant Lions! 8) the models are super easy to paint, look great and are fun to put together ( I know this from personal experience) 9) lastly, they have great history to read about Yea mate, totally, if you only have to pick one army, then High Elves are awesome. They have just about everything you could want, unlike some armies (Ogres, Warriors of Chaos). For example, when your strategy always consists of "make super hard to kill units, take lots of them, rush the enemy, hope for the best....." Then you know you failed strategically lol. Yea, Elves are awesome. Although Lizardmen can do just about everything Elves can do and do it as well, just differently. Courage and Honour

My Elves are unpainted mostly. About half are based black. If someone is interested get them to e-mail me at Ecliptica_@hotmail.com and we can talk. I'm not desperate to get rid of them, but for the right price I don't care enough about this game anymore.

Greetings, Pretty much everything in the High Elf army book is awesome. You have to try to do wrong with their units. Even Reavers, Shadow Warriors, Tiranoc Chariots and Bolt Throwers are pretty good. Bolt Throwers die very easy at range, that is the only real problem. I think High Elves were actually one of the most fun armies I have painted. The paint brush just slides across the models so easily. Courage and Honour
