oh... what's the bare minimum that FOR SURE that is going to exist....
regardless you have to have your models assembled and actual models... It should represent what it is - makes it FAR easier to have a smoothly running tourney when your opponent doesn't have to ask every turn what things actually are...

I voted 75% because I'm trying to force myself to keep painting. That base coat look is getting old for me.

i voted no painting so that we could get a showing from people still starting or starting a new army. althought painting doesnt effect me since i get pre painted

For something of this scale, bringing less than your A-Game in all aspects of the hobby, would be an insult.

I agree with Justin. If we're going to do something of this scale, it should hold to the old King-Con standard of 100% painted.
Plus I can actually do that in 40k!

Well I certainly agree with the notion of painting your stuff... (I've painted a good three armies this year alone)... especially if we're talking about getting a two month lead time...
100% painted is only three colours and based for the standard level... you don't have to be golden daemon standard! (I'm sure not!) I think sometimes people get intimidated when they sit down to paint, but really if you're running 40 marines and some rhinos it doesn't take that long to get three colours on it... especially if you pick up the army painter coloured primers! (you have to prime it anyways, might as well count as a colour eh?)
I know that any big tourney (ie: Astro, GT's) it's 100% painted and based.... the question is, if we make that a requirement, will people step up to the plate and paint... or drop out and we're left with a sub-par showing?
In any tourney (even all the regular ones here) you have to be fully painted to grab 50% of the awards (painting AND best overall -otherwise the painting scores knock you out of the running!) so it really does matter getting your stuff painted. I can state this for a fact because this past tourney the reason I won best overall was because my stuff was fully painted... that ended up being the tie breaker!
I'd hate to see someone not attending due to a painting requirement... but given two months notice.... I find it hard to see why stuff can't have three colours on it and a little flock on the base...
If a painting requirement though is just impossible for you to reach by February, please say so... we may be able to help in some way by giving suggestions or ways to speed up the process.... And please, if you disagree with there being any painting requirement, say so! this is OUR tourney, and we want it to reflect us as a group.....

With two months notice, there's really no reason that someone can't have their army finished.

I'm all for the 100% requirement only because you want this to be the "Big" champion tournament. As has been mentioned, 3 colours = 100% which really isn't all that hard. From a personal stand-point, that is what my original Dark Eldar were (4 actually, but no highlights at all) and I was complemented on how good they looked many times. I'm planning on doing a repaint (just bought a 4L jug of Simple Green ) and would hopefully be able to get it done by February, but if not, then even just getting the base colours on would still be enough for the minimum 100% requirement. 100% painted doesn't mean it has to look pretty, just has to have the colours

army painter primer (the colour of whatever your largest colour is on the min) = colour one paint boltgun on weapon = colour two two red dots for glowy evil eyes (instant cool factor) = colour three badab black wash if you have lots of armor... otherwise devlan mud if you're dirty orks
paint your base Khemri brown and with a dab of white glue add a little scorched grass or sand from a neighbour kid's sandbox
voila... your squad is painted in one hour.

well when I paint these guys I wanna try my best :3. Also how big is WYSIWYG? like can I count all my lasguns as bolters or something?

Even though I won't be participating or attending, Trenton has an Annual Champion Tournament as well. Their painting requirement is 100% (but it is a three colour minimum) with their reasoning behind it is that as the annual championship happens only once a year, you've had the whole proceeding year to paint your army.
Mind you, as this would be your first one, I think you could afford to be a little more lenient this time around but make sure people know that for the second one the painting requirement will be increased.
