Sorry for the noob question.
Are mounts permitted?
Also, if the toon must be a named character and a hero/lord, why are Dark Elf Assasins permitted?

yes, so long as they fit within your allotted points... the exception would be palaquins (found too overbalancing) Dark Elf assassins count as heroes in arenas.... one of the special rules.... they're pretty popular too... just....real....squishy

For those that care about these sorts of things for your fluff... this "arena" will be not a big tournament setting this time... there will be a ruined city that your respective races have determined is a strategic / important site (feel free to develop your own fluff reasons for this, totally fine)... If we get enough entrants (likely need a full 16 to make this idea work) we can do teams... ie: if there's two skaven, we will write them up as a team... if the team idea is appealing, everyone can be combined into "mini" teams, perhaps on the side of order/destruction/neutrals which have their own agendas in the city.... could even combine a "team" vs. "team" in the battles...
I've participated in one previously that did something similar... of course it took an awful long time as the writer went several weeks with no battles written (took a year all told!)
if we choose to do this more narrative style, it works the best if everyone contributes fluff as it goes on, but also makes for more interesting "challenges", as you can more easily be at cross-purposes to the other entrants...
If the team idea is appealing, you can either match up yourselves, or I can do it based on what the most likely combinations would be...

can some one help me? Because I dont have the book but I wanted a good 5pt magic weapon, and I dont wanna buy the book just for this >.> If we knew the type of character you were considering, and how else they're built (survivable vs. killy etc.) we may be able to offer more suggestions to help out....

the only 5pt weapons in the new book are warriors bane which i said and one that makes people stupid if they get wounded and that would be useless here. If you are going to do a ogre again i had worked one out i was thinking about using
a Bruiser Fencers Blades (Ws 10 + 1 attack) Armour of desteny (+2 armour to make it a 5+ and 4+ ward) 2 sword-Gnoblar and one luck Gnoblar Potion of speed ( +3 In for one turn) Big name Wallcrusher +1 impact hit
Total points 250
The impact hits would hurt most people 5 attacks at ws 10 and St 5 and then a stomp at st 5 at the end.

Mehimrael Bloodfist(DE Dreadlord): Mehimrael was once a great Dark Elf Dread lord but was disgraced as he turned into a drunk, he was almost always compared to an ogre, but one day he crossed the line and was drunk in the middle of battle. Needlessly to say that battle was lost. Now he has come to the ruins of * to try and recover the * and some if his honour. But he still always keeps some of his special brew to, "even out his nerves". Then he found a luck gnoblar!....no just joking *=I don't know the name or the things I am looking for so yeah!Armour of Darness Black Amulet potion of foolheartyness(?) (first round use always too) additional handweapon

and you have 5 points so you can ether give him the potion of speed +3 in for one turn or the potion of foolheartyness were the person is drunk for the first around, makes them immune to psychology and has devastating charge( +1 attack on a charge)

Now for something completely different:
Insharx the Insane, Savage Orc Warboss of the Iron Hills
Insharx had been somewhat crazy since the day he was born, which is saying a lot since he was a member of the savage orc Klasher tribe of the Iron Hills. Whether it was inhaling the fumes from lava streams, drinking shaman potions as a test subject or picking a fight with a 3-ton rock that had "insulted" him, Insharx was deemed almost too crazy to be around by his fellow orcs. This all changed one day when he was out hunting boar and came across the biggest, nastiest tuskor he had ever seen only to realize he had forgot his choppa back at the village. Undaunted, he answered the beasts roaring charge with one of his own and the two head-butted each other into a nearby chasm. When he awoke, he saw a vision of Insharx WAAAGH - or so he claimed and after settling a few arguments with a well placed cleava, none dare argue otherwise!! Since that day he has pursued this vision, amassing more treasure and followers each month, riding his lucky but ill-tempered steed in a quest for speed. His latest vision involves recovery of an artifact of Gork in some ruins and the vision must be true for scouts have reported other races moving toward the same area. As the artifact would be too powerful for any other to handle, Insharx has decided to recover it on his own and all those around him have hailed his wisdom in this regard!!

Ok, so here's my entry....quite similar to the last one, if a little more survivable, and a bit more light-hearted in fluff.
Arathelian, Prince of Ulthaun
Prince Arathelian is the heir to one of Caledor's greatest families, and as such he felt the ancient call to rouse a Dragon mount to ride to battle, as any true son of the mountainous realm should. He spent years studying the ancient tomes of magic which instructed young princes in the rites required to awaken such a beast, and trained endlessly preparing his body for the rigours of combat on such a beast. At last he felt he was prepared, and so donned the sacred battle armour of his family and grasped his magical lance before setting out to the cave where the great beasts lay dreaming. For three whole years he remained, intoning scriptures from memory, only pausing to eat or rest when he felt exhaustion or starvation would overcome him. Though it took ages, his faith never wavered and eventually one of the great Star Dragons stirred. In his excitement Arathelian mispronounced the final word of awakening, and in doing so greatly offended the ancient beast. It lunged at him, and despite his great speed he was caught in its mouth by the seat of his pants. His lance was quickly lost as the ancient Dragon flew high into the sky above Caledor and flung the Elven noble from it's mouth, where he flew through the sky for several minutes before impacting in the mud in a farmer's field. Though his armour protected his body from harm, he was greatly embarrassed and ashamed by his failure, and resolved never to return home unless he could be proven a true hero. Grabbing a tarnished greatsword he found lying in the mud, a remnant of some ancient battle, he set off to find an alchemist, determined to spend the last of his gold to find some way to improve his speed....nothing would catch him off guard again.
Arathelian, High Elf Prince
Great Weapon Armour of Caledor (2+ save) Vambraces of Defense (4+ Ward Save, Re-roll all failed armour saves) Potion of Speed (1 use only, +3 initiative) (make sure I get those Re-rolls that first round, or don't get out-done by an assassin!)
He will always use the Potion at the start of combat.
