Agents of Vect heavily nerfed improved, no longer blocks a stratagem, BUT increases the cost of an opponent's stratagem by 1 CP for rest of game after first-use. EG: Opponent uses a Veterans of the Long War for 1CP, Agents of Vect for 0CP, all further uses of Veterans cost 2CP each.

Vect isn't nerfed... it's improved.
It was 4 CP before and depending on what you rolled could literally do nothing, or even if it countered the strat most of the time it refunded the opponents CP, so they just did it next turn.
With how prevalent transhuman is for space marines (ie: every damn turn) - doubling the CP cost for the game for ZERO CP is AMAZING!!!! I'd take that over a chance to not let them do transhuman once for 4 CP!
You cannot generate nearly as much CP as before, so increasing someone's CP cost at no cost to your own is a very efficient mechanic. This will be used a LOT (whereas Vect generally lost a lot of use once strats changed to not be nearly as game breaking AND it's 0CP and gives a CP penalty for the game!).

The transport capacity has been on the Wish List since they were still Dark Eldar so I am super happy to hear it's finally been added. It was always annoying that an Archon/Succubus could never ride along with a unit unless you took on less and lost access to a bonus weapon in most cases (ie need 10 strong to get Hvy weapons or the extra wych weapon upgrade)

I mean, you can't directly compare this Vect to that Vect. You might as well pretend Vect is gone just like his namesake, and some new strat called Asdrubel showed up, and is pretty good.
