Looks like they have removed the Eternal Conquerors and Relentless Expansionist combo from the Necrons. That is a good thing.
They also made two of the Necron Secondaries a little tougher.
Buffing Inflexible Command seems very odd as it was already an auto-take, but there it is.
It also looks like deployment and going first has also changed somewhat - could be a little wild.

Just means that everybody is going to shift to running Nihilakh. We don't get the pre-game move but keep the far more valuable universal obsec while getting the AP reduction while in the deployment zone (-1 AP becomes 0) and a Command Protocol is buffed.
Sure my wraiths won't get a t1 charge unless the enemy has forward deployed but they and the scarabs can rush onto the no-man's-land objectives just fine.

interesting that assassination gives you a CP if you kill a character with troop unit. I have a sneaking suspicion this won't be the only secondary with a special "troops can do this extra bit" thing. You only need to bring troops if you decide to by force org rules without "penalty" for the first time literally ever. Which reads to me as "you'll want to pay the troops tax more than ever before"

EC/RE combo is kinda crappy, BUT; I understand their reasoning.

I'm honestly surprised it lasted this long (not that I was complaining lol) I can't think of any Necron list that ranked high in the 'professional' tournaments that didn't use that combo.

To Shannon & Jonathan; absolutely yes to both of your points. It was broken and needing calming down, I'm not disputing it; as I'd planned on bringing Necrons this year (decided over dinner Sunday night after champs) I'd hoped it'd stick around for a bit longer.
I'm not salty about the change, just means another year of no best general, lol.

Only 38 other players now that i have to deal with. Szarekhan all the way for me. Love the 5+ mortal save and the free wound re-roll, plus having +1 living metal and 1 addional reanimation save , love it. though if you are going to be missing eternal warrior /relentless expansionist. Go with just relentless expansionist and a bunch of troops. Plus you can add a different dynastic tradition , like pitiless hunters. So you get your 6” pre game move then remain stationary for 20 S5 AP-2 Gauss shots at 30” for 1 unit of immortals. or go with Nihilakh which has obj secure plus a hole lot of other stuff. Like eternal guardian command protocol. i think this will open u some better combos, as you play around with things.

This is the nail on the head. It's so good it is suppressing any other combos that might seem viable. Why test other things when EC/RE gives you everything you could want already. Arguably, Drukhari, Admech, Orks and Custodes all suffered/suffer from a similar situation where one subfaction or custom trait combo was very clearly "the best" as well. Would be interesting if they corrected some of this.

With the loss of the only shooting build that worked it means melee Goff are just that much better and with Arks new detachment it just added more fuel to the fire for goffs that, want to flood fast attack melee.

Hopefully we see some big points adjustments to basically all slow shooting and melee units, that don't have a gimmick. Boyz, Necron Warriors, Guardians, Intercessors, etc...
Also if AoC goes away that could be a big help to most factions less elite units, which often have Ap -1 at best, becoming at least sort of relevant.
I wish AoC and all other similar rules was "reduce all incoming Ap by 1 to a minimum of Ap-1". Rather than the opposite.

I think the other necron dynasties will finally see play. Kinda like when Leviathan got nerfed for nids. Every top GT list only used leviathan. Then it was gone and they either pivoted to other armies or some players started using kraken rush builds etc. to keep going.
Part of why that combo should have went is that literally no one used Nihalakh, one of the "proper" dynasties because this custom dynasty was just flat out better version of it. I think this will open up alot of other builds as people try different dynasties.
I've played Chris' Szarekhan list a couple times and it's a really good dynasty. Extremely useful buffs.

Flamers points unchanged, but in the balance dataslate; looks like they don't auto-hit now.
