So after talking to several people about the Comp system used at the Championship tournament, and some reading and thoughts of my own, I decided I wanted to write a comp system just to see how tough it is to make a balanced system.
This is what I came up with:
Start with 20 Comp
Minus
-1 Each Vehicle beyond the 3rd of a Specific Name (4x Rhinos = -1, 6x Razorbacks = -3, 3 Rhinos + 3 Razorbacks = No Penalty)
-1 Each Mobile Vehicle with total AV greater than 35 (F + S + R)
-1 Each repeated Unit choice excluding Troops
-1 Each Non-Troop FOC choice counting as Troops
(Yes you take the penalty every time you take a non-troop choice as troops, Sang Guard with Dante, Wraithguard with Spiritseer etc)
-1 Each Named Character
-1 Each Psyker outside of HQ FOC slot (Psychic Power that requires a Psychic Test to use)
-1 Taking more than 1 HQ
-1 Maxing out Elites
-1 Maxing out Fasts
-1 Maxing out Heavies
-2 Each single unit worth more than 20% of the total points cost of the list
(370 @ 1850, Don't include attached IC's or Dedicated Transports in calculation)
-2 Taking more than 3 of ANY Unit Choice including troops
-2 More than 10x Str 8 or Higher Weapons
-2 Each Unit that requires Wound Allocation
-2 Each Unit with a 2+ Save excluding HQs and/or Named Characters
I ran my lists through it to see what I got, Post up how your list does and let me know what you think. I designed this so it's very hard to get perfect comp, and to discourage MSU/Transport Spam or FOC Swap & Spams (Purifier or Wolf Guard lists for example) and it also tries to discourage deathstar super-unit play (Paladins for example)
I would consider a List scoring like this:
0-5 - Hi, I'm Draigo, these are my 20 Paladins. Prepare to die. (Very few will score this)
6-10 - Your list is very strong on paper (Some lists will score this)
11-15 - Your list is well balanced (Most lists should score in here)
16-20 - You spent time building within the Comp System and limited your choices to keep your score high, or your a new player who mashed together a SM Battleforce and the AOBR Kit. (Few Lists will score this)
My Eldar Tournament List : 12 (Balanced)
-1 4th Wave Serpent
-1 Repeated Choice (Fire Prism)
-2 Named Characters (Yriel, Eldrad)
-1 Taking 2 HQs
-1 Maxing out Heavys
-2 Unit Requires Wound Allocation (Council)
My Blood Ravens List : 16 (Comp)
-2 Duplicate Choices (2x Baal, 2x Vindi)
-1 Psyker outside HQ (Furioso Libby)
-1 Maxing out Fasts

EDIT:
I should also clarifiy that I expected most people to score in the 11-15 Range for Comp scores. AKA Competitive Lists. With the more harsh lists in our area getting scores in the 6-10 Range (Rough).
Lists that Comp out at 16+ technically shouldn't be listed as Casual. I just couldn't figure out what to call them. They are Comp lists, This rating system isn't a judgement of how badass your list is, it's meant to show how much time and effort you've put into the list to make it as strong as possible within the confines of the system.
If you comp score is really low (like Shannon's Sisters Low) make sure you post up what your getting hit for WITH your list, so I can look at how your army is being dinged
2ND EDIT:
I changed the way mech gets punished so parking lots of light vehicles aren't nailed as bad, and I upped the penalties for taking 2+ save units, expensive units and added a rule for units that need would allocation
