Assuming that's all the changes, nice to see the Wraith's didn't get hit with a price hike. And it seems that the stalker got the same reduction as the Ark. All things in balance.
Though not even a points reduction (if it's happening) will truely save my poor Heavy Construct. That thing needs new rules/strats associated with it.

My space wolves suddenly have 20 extra points to spend, more if I end up cutting the 2x2 units of Cyberwolves because they are less relevant with the secondary changes.
Looking over the mission review up on Tabletop Tactics, the missions have a LOT of changes that mess with different armies.
Your army might not change much points wise, but it could be completely invalidated by the missions changes. They are MASSIVE.

dimas going up goes completely with my logic that as soon as I break down and order a new fancy model it goes up in points. GW is watching me apparently.
I'm kind of confused by the chaos daemons changes.
Otherwise the hive guard increase is offset by the exo decrease so my lists don't change much at all.
Necrons got some really good news, those are some substantial changes.
Apparently those poor squigbuggies aren't being done getting kicked around by GW. You already nerfed the unit into the ground GW... time to let up... don't Aberrant them anymore!

Ya really seems like the squig buggies did something to gw and they are super mad at them. Nerfed and then a 30 point increase on top. Ouch

So after looking over the missions initially via the Table Top Tactics review. It seems to me that having a pre-baked gameplan that relies on pregame moves, deploying outside your DZ, or just grabbing onto 2-3 objectives and defending from there is basically dead.
So many of the missions have their bonus-primary via an action. We're going to need a more action-doers, especially troops action doers, in every army for these missions. So many of the actions have bonuses only TROOPS slot units can get that are essentially mandatory to pulling off the action reliably.
There's also several bonuses for units tied to Obsec, and having lots of Obsec in your army will also be a large benefit. (at least 2 of the missions have a rule where if an Obsec unit secures an objective, it can walk away and still control the objective, but ONLY obsec units can do that)

Another change that is interesting
If both players agree to end the game or if time runs out you score the game based on the board state at that moment
So no more talking out unplayed turns in the last 5 minutes of the game
Also if a player concedes unilaterally they score 0 and their opponent scores points earned so far + end of game pts

Locally you can still talk out the last turn or so. Not everyone can play at super fast speed and I'd hate to see a new player have their 50 point loss get turned into a zero because they wisely conceded at the end. We're still a friendly community, so tournies (even clubs) will run this way. Feel free to report me to the GW police

I personally will always pick a hard copy, physical book over digital if I had a choice. maybe it's me being old school a bit. but I like the smell of a book, the tactile feeling of leafing thru pages, looking at the art etc. just feels more natural, to look for stuff, to read, etc. that being said, digital rules are awesome since they can be synchronized with the latest updates, fairly seamlessly.
I don't really use the app, when I eventually start up another army (I have realized, it is inevitable) then yeah I'll probably start using the app to keep track of all the updates. and I like how once u buy the codex you just scan the sucka and booya.
it is a bit annoying to be buying all sorts of rules, but I think at this point, 9th ed is a pretty awesome core rule set. all the 9th ed stuff I've seen have been well written, the rules pretty tight and game plays pretty smooth, and the rules are "complicated/interesting" enough where there's lots of nuance and skill involved in movement and planning etc, even tho in the end there are the dice rolls of fate.
it makes for some truly epic moments, like when my sorcerer rolled for a smite, rolled doubles near a master of possession so perilled and mind popped himself resulting in an explosion that ended up taking out my predator and a another squad. and I know everybody's got stories like that, that's what makes this game so friggen cool lol.
